The Series 1934 was issued as a result of a combination of actions. The first was President Franklin Delano Roosevelt's April 5, 1933 Executive Order #6102 that made it made it illegal for most Americans to privately own gold coins, bullion, and gold certificates, The second part was the passing of the Gold Reserve Act of 1934 that changed the statutory gold content of the U.S. Dollar that effectively devalued the dollar, reducing the amount of gold required to back U.S. Currency and enabling the Federal Reserve to expand the money supply. Thus requiring the Series 1928 Financial Obligation to be changed to reflect the new legislation.
