The Series 1928B Federal Bank Seal was changed from the Series 1928 & 1928A to a letter representing the individual Federal Reserve Bank . The "Alpha" name comes from the Seal now changed from a number to a letter Code; A-Boston, B-New York, etc. for all 12 Federal Reserve Banks. It is rumored the change was due to confusion with the numbers being confused with the bank note denomination.
